What Value is a Policy Perspective for ICT Deployment in Central Australia?

Abstract:
The presentation will explain the value of communication policy when deploying new information and communication technologies (ICTs). Policy provides the rules by which actors (including technology) interact. If the goal is robust technical systems then policy formulation and enforcement is important. This presentation will explore this theme in relation to Australian communication policy and its relevance to the deployment of ICTs in indigenous communities in Central Australia.

The structure of the presentation will be:

· a brief analysis of the relationship between policy and technology development

· the contrasts between telecommunications and broadcasting in an Australian regulatory context

· recent developments in communications policy in relation to the provision of ICTs to rural and remote communities (in particularly indigenous communities in Central Australia) and

· a brief summary of my research in this area.
